Not much I can add to this, apart to say that while some of this is correct the article doesn't quite tell the whole story. There is a reason why Sprint and Verizon are behind in getting Android phones and that goes all the way back to Janet Reno's decision to allow the US phone market to "compete" on network technologies rather than service offerings.
Building a CDMA compliant version of Android will take longer than the GSM version because they have focused on the 1 billion phone market rather than the 200 million one.
