We should have been able to have a man tended platform in 1982. The logical thing would have been to keep some of the Saturn V's in reserve for doing things like a space station and so forth. Or rebuilding another HLV when it became apparent the shuttle wasn't up to it.
There's a lot of chatter on the net about how this will all be beaten by private launch companies.
