We should have been able to have a man tended platform in 1982. The logical thing would have been to keep some of the Saturn V's in reserve for doing things like a space station and so forth. Or rebuilding another HLV when it became apparent the shuttle wasn't up to it.
There's a lot of chatter on the net about how this will all be beaten by private launch companies.
I'm not going to hold my breath anymore, we've had too many false dawns for the space industry.
